The County of Huaura has 12 districts, which are: Amber, Carquín, Checras, Huacho, Hualmay, Huaura, Leoncio Grassland, Paccho, Sacred María, Sacred Leonor, Sayan and Végueta.

Huacho is the capital of the County of Huaura, this county this located to the north of of the city of Lima; in the km 148.

For the borrowed services during the campaign of the independence, Huacho received the I title of "Fidelisima Villa" for law of the Congress that was promulgated at Home of Government, and signed by the President don José of The Sea and Cortázar, April 16 of 1828.

Huacho, is a coastal small and picturesque city, with calm beaches of fine sand and gentle waters; it possesses an extensive pier and in the port; a great jetty.

But additionally to their tourist attractiveness, Huacho is rich in history, just as our distinguished friend José Jorge Dale Pittaluga describes it to us; who has sent us the following material which will be of great illustration for everybody who he/she wants to know the historical rich past of "HUACHO, CAPITAL OF THE HOSPITALITY."


INDEPENDENCIAArribo and landing of the Expedition Libertadora In the gentle bay of Huacho

Huacho is visited daily by great quantity of Peruvian and foreign tourists, both to enjoy its pleasant climate, of the hospitality of its inhabitants and, to know and to contemplate its gentle and beautiful bay that San Martin's general José chose, for the landing of the Expedition libertadora of Peru that commanded.

Certainly that the general San Martin didn't arrive by chance, it disembarked in Huacho and in the beaches aledañas because he had plans and detailed information that provided him/her the two expeditions carried out in 1819 by the admiral Tomás Alexander Cochrane that the news that one had confirmed and they were good to perfect the arrival plans and landing in strategic places from the near coast to Lima; that also served to elaborate maps to the detail, and to know the political inclination of their people and the possibilities of supply and provisions, it not stops less than six thousand more men the herd of horses that you/they brought.

It was this way that, when Cochrane arrived in 1819, the children of this region made all kinds of sacrifices to offer them the support that you/they needed, almost abandoning the King's cause, to transform into lovers of the freedom, except for one that another neighbor that escaped. And when the realists recovered the populations again, they decreed the hardest punishments against the huachanos, to have been among the most cooperative, being long the list of those sentenced to be gone by the weapons. Those, among other, were the reasons that took to the general San Martin to choose to Huacho like the place of landing of their troops, to be well located, at prudential distance of Lima and with all the desirable factors to their favor.


HISTORIA10 of November of 1970

The National Commission of Sesquicentenario of the Independence of Peru that Grl presided over. DIV. EP Juan Mendoza Rodríguez, inaugurates the bust in brass of the Generalissimo José of San Martin, in the Square that takes his name and that we all knew erroneously as of "Merced."

In that occasion he/she remembered the 150° anniversary of the arrival and landing of the Expedition Libertadora from Peru to the General's control San Martin. Of the eloquent Speech of Order that was in charge of Dr. Alberto Taurus that deserved the unanimous applause of the assistants, here some paragraphs:

"It blunted the dawn November of 1820, 10 when the laborious residents of Huacho were bet jubilant in front of the beach, to contemplate an event largely prospective. At short distance they stood out in the horizon the airy silhouettes of the units of the Squad Libertadora, to the anchor and with the picked up candles. Some fishermen should decorate their small boats feverishly, to approach until the ships and to offer their services in the eventuality that showed up; others maybe recognized the maneuvers that were made on board, or they listened isolated control voices, and they waited the imminent landing of the forces patriots. Soon the boats were thrown and hundreds of soldiers went down to earth."

"For two months it was known in the whole valley the presence of the Expedition Libertadora of Peru, thanks to the self-denying emissaries that had arrived with the news of their actions. The armistice and the conversations sustained in Miraflores (24 at 30-IX) were only a dilatory stratagem, by means of which was able to overcome the Viceroy the psychological effects of the surprise of the landing of the Expedition, and, besides, to neutralize the distrust that you/they inspired the number and the excellence of the existent patriots by the country."

"Concluded the armistice, was deployed a strong offensive toward the south of Pisco, to Nazca, to excite the rising of the towns. At the same time, the General San Martin was mobilized in the squad (24-X), to transfer his general barracks to the north of the capital, being located then (30-X) in the still waters of Ancón. The squad moved toward the beaches of Huacho (9-XI) and when in the first hours of the following day (10-XI) he/she prepared to disembark in front of its beaches, the whole population participated massively in the respective operations, offering fresh water and fruits from the earth to the soldiers, cooperating in the transfer of the artillery pieces if I/you/he/she was it need."

"The whole town demonstrated its adhesion to the freedom, renovating this way its generous services; which I also lend during the Spanish domain. Of that which the own Viceroy Pezuela had exact knowledge, because, as it pointed: "the general opinion is that in the whole coast, from Chancay until Santa, there are not two dozens of faithful inhabitants to the King."

"But particular way checked the town of Huacho its decision of working for the freedom, when he/she gave helps to the first expedition commanded by Tomás Alexander Cochrane and it saved her of the havoc that could cause the hunger and the thirst" in its men.

"In that opportunity, the ships had anchored in San Lorenzo's island and, nevertheless to repel an attack of the outstanding crafts from Callao (25-III -1819), they directed their prows toward the north. To the three days they were in front of Huacho, and Lord Cochrane he/she sent a message to the military commandant of the square to give him/her that is that he/she didn't try to make damage some to the population, they only wanted to obtain water and provisions, but commanding Rafael Cevallos Stairway it sought to stop the provisioning, and in an imprudent way it prepared the seizure of the barrels dedicated for the water, and he/she even ordered to shoot two men that demonstrated notorious diligence in the benefit of their services. "Again they were made to the sea (5-IV). The following day the forces arrived to which the Viceroy trusted the armed opposition against the expeditionary ones, but in Huacho they didn't find a single man, because all had abandoned the town to avoid the reprisals and they were hidden in the countryside or after the mounts. They were pursued in implacable, captured and subjected form to process; but the action and the effect of the cause was done with all clarity that in that place, as well as in I Knew and Ravine, it should not have been but one that another without punishment", because they had manisfestado on high its patriotism grade and inclusive they had had hidden to fugitives of the rigid prisons of the Houses you Kill chalacas, etc."

To San Martin's landing, - general Francisco refers Vidal in his "Memoirs" -, he showed up before him to realize the commended commission, putting the prisoners at your disposal, horses and all took in I Knew, receiving in retribution for his services the grade of effective Captain of the Army of Peru, when it didn't still exist any soldier, for what was declared by own San Martin the "First Soldier of the Peruvian Army in his Independence", what consists in the date Agenda November 13 of 1820.

After the inauguration ceremony of the bust to the General San Martin in the square of their name November 10 1970, when being commemorated the 150° anniversary of the arrival and landing of the Expedition Libertadora that the General commanded San Martin, it was so solitary that the traveling salespersons tied their strings daily this way to the even Liberator's neck to be able to arm their provisional stores, forgetting that the great Captain from Andes, sacrificed everything, to become trained the right of governing us for ourselves, based on the sovereign will of the towns.

The Speech of Order - in the inauguration ceremony -, it was in charge of Sr. President of the Institute Sanmartiniano of Peru, Ing. Manuel TO. of Ingunza Simonetti. Here some fragments:

"Sr. Dr. Guillermo Omen Reeves, Provincial Alcalde of Huaura-Huacho: I want to refer particularly to one of their best works, for the one that the citizenship of Huacho in particular and of Peru in general, he will have left eternally grateful. She is the remodeled Square San Martin, to which you consents for beautified streets, in which will be exposed from today, for admiration of the generations, the pedestrian statue of the Liberator of our Homeland and Generalissimo of their weapons don José of San Martin and Matorras, meaning the biggest homage that has been surrendered at national level, in the year of the sesquicentenario of their death that like we know, it happened August 17 1850 in the city of Boulogne-south-Mer, near Paris."

"I still find to be pronouncing my speech, in this same place one year ago, when I demanded to the authorities the rescue of that grandiose efeméride that meant the arrival to their destination of the expedition Libertadora commanded by the great Captain from Andes, November of 1820, 10 180 years ago, because, until last year their importance was minimized until passing desapercibida. It seems as if doesn't have the smallest significance the fact that the residents of these lands, has given all that you/they possessed, including their own children, so that was possible the victory patriot and with it the freedom of Peru and of Spanish" America.

"It has only lapsed one year, and now we return to check that, like for miracle, it has happened a total transformation and today we have the immense satisfaction of to accompany him and to applaud it, in the inauguration of this beautiful Square San Martin and the magnificent monument that grateful Huacho dedicates to our Liberator, thanks to its firmness and zeal to achieve what didn't happen in the 180 lapsed years, since the Army Liberator disembarked in the bay of Huacho and adjacent places, to undertake the final stage of the Independence of Peru."

"Huacho can feel proud of its past historical sanmartiniano with this public important work that will motivate its population's pride and the admiration of its visitors."

"As sample of the recognition that I have just manifested him/her, the Directive Council of the Institute Sanmartiniano that I honor myself in presiding over, has agreed to incorporate it as its Member of Honor and to honor him with its "Medal Sanmartiniana", due to the borrowed exceptional services to its community and the Homeland."

Let us love Huacho, blessed floor, where the ideals of the Freedom are masterfully fulfilled for that pléyade of men that from Mexico to the River Plate dedicated their thought, their action and the sacrifice of their lives, so that this ideal becomes the Supreme Reality of the towns of this continent, fellows for long years to the foreign dominance.

As Peruvians and I eat huachanos we should always surrender the biggest homage to our Liberator that rose above their detractors, with heroic silence and their generous pardon. He/she knew how to conquer the time that is myopic and mean and to win the eternity that transformed it into one of the highest symbols in our America.
